Palmer Engineering is seeking a motivated and detail-oriented Civil Engineer with 5-10 years
of professional experience to join either our Jacksonville or Orlando, Florida offices. This role

Key Responsibilities:
• Lead and support the design of transportation projects, including highways, streets, intersections, and pedestrian facilities
• Perform field investigations and collect data for roadway assessments, Americans with Disabilities Act (ADA) reviews, and other transportation-related analyses
• Utilize engineering software (e.g., OpenRoads Designer, Microstation, AutoCAD) to create detailed plans, perform quantity estimates, generate roadway alignments and cross sections, analyze survey data, and specifications
• Assist with marketing and business development efforts
• Collaborate with multidisciplinary teams, including urban planners, environmental scientists, and construction managers, to ensure project success
• Prepare and lead project reports, technical documents, and presentations for clients and stakeholders
• Participate in community engagement efforts to gather input and address public concerns related to transportation projects
• Ensure compliance with local, state, and federal regulations and industry standards
• Stay current with advancements in transportation engineering and sustainability practices

What We’re Looking For:
• Must have a Bachelor’s degree in Civil Engineering or a related field
• Professional Engineer (PE) license
• 5-10 years of experience in transportation engineering on FDOT projects
• Proficiency with industry-standard design software such as OpenRoads Designer, Microstation, AutoCAD, HEC-RAS, or similar
• Strong analytical skills and attention to detail
• Experience and familiarity with the procurement process for FDOT projects
• Proficient in MS Office Suite programs (Word, Excel, PowerPoint, Project)
• Excellent communication and teamwork abilities
• Ability to manage time effectively and handle multiple tasks concurrently
• Eagerness to learn and take on new challenges in a fast-paced environment
• Experience as Engineer of Record (EOR) on FDOT projects, Pavement Designs, Typical Section Packages, and Design Variations and Exceptions preferred

The base salary range for this position is $115,00.00 to $150,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Job description:
Four Waters Engineering, Inc. (4Waters) is looking for a Civil/Environmental Engineering Associate to join our team in Jacksonville Beach. This position offers the opportunity for a skilled, motivated, enthusiastic individual to work with our small team of water and wastewater professionals on a variety of project types including transmission and collection systems, pump stations, treatment facilities, and more.

Successful candidate will have the following:

  • 3 – 5+ years of experience in infrastructure engineering industry
  • Bachelor’s level degree in Civil or Environmental Engineering
  • Certified EI or PE or ability to obtain certification
  • Working knowledge of GIS, engineering design programs (AutoCAD, Civil 3D, etc.), and/or
    hydraulic modeling software
  • Diverse skills and professional interests
  • Excellent written and verbal communication skills

Responsibilities:

  • Work as part of a design team on projects including utility infrastructure design.
  • Perform and assist with hydrologic and hydraulic evaluations/modeling, conceptual
    designs, and asset management.
  • Assist in preparation of written reports and documentation, project correspondence,
    drawings, and specifications for studies, design, permitting, and construction.
  • Perform and participate in field work and site visits including construction administration
    and observation support.
  • Interact with clients, subconsultants, regulatory agencies, and contractors using strong
    communication and interpersonal skills.

Salary: Commensurate with Experience: $65,000 ($31.25/hr.) – $80,000 ($38.50/hr.) annually

About the Role

  • We are seeking a Structural Inspector with strong experience in reinforcing steel (rebar) inspection and concrete construction observation/testing.
  • Experience in structural steel inspection is a plus.
  • The ideal candidate understands ACI and ASTM standards, can read structural drawings, and can accurately document field conditions.

Key Responsibilities

  • Perform field inspections of reinforcing steel: size, spacing, laps, clearances, couplers, supports, and compliance with ACI and project specifications.
  • Conduct concrete construction inspections: formwork, embeds, pre-pour conditions, placement monitoring, consolidation, curing, and protection.
  • Document site observations with clear daily reports and communicate findings to contractors and engineers.
  • Inspect structural steel elements when required (bolting, welding observation, member verification).

Qualifications

  • Minimum High School Degree or GED. Technical degree (civil engineering, construction technology, or similar) a plus.
  • 2 – 5 years of inspection experience.
  • Experience in rebar inspection and concrete construction inspection required.
  • Familiarity with ACI, ASTM, and basic structural construction practices.
  • Ability to read and interpret structural drawings and specifications.
  • Required certifications: ICC Reinforced Concrete, ACI Concrete Field Testing Technician – Grade I, ACI Concrete Construction Inspection.
  • Desired certifications: ICC Structural Steel & Bolting, AWS/CWI.
